This refers to the lat pulldown bar. Doing the pulldown behind the neck can cause neck injury and is not recommended. It is safer, and more effective, when pulled down to the chest.
You can still safely place a barbell on your neck and do squats or lunges - that's ok because you are not pulling the weight down on your neck. It is just placed there for the exercise.
And speaking of pulling on the neck - remember not to use your hands to pull on your head when performing ab exercises. This is also a no-no. Better to have your hands by your temples (your ears) and avoid the temptation of pulling on your head and adding pressure to your neck.
